‘Citizens' Report on Governance and Development 2010' released

NEW DELHI: The number of Bills passed by Parliament declined from 47 in 2008 to 41 in 2009; more than 40 lakh cases were pending in State High Courts by December 31 last year. Many such findings were released here on Tuesday in the “Citizens' Report on Governance and Development 2010” by the National Social Watch.

Making Procurement Socially Accountable

Public procurement, that accounts for over three billion US dollars a year, is an important area of governance in the country. Transparency, accountability, fair competition and equal treatment to all are the essence of public procurement. The use of public money in the process calls for strict adherence to the Public Procurement Act (PPA) 2006 and the Public Procurement Rules (2008).

Knowledge Materials

A core mandate of ANSA SAR & GPF is to inform the social accountability field by supporting and conducting research on and sharing these through a knowledge platform. Protocols are developed for research grants, case studies and/or fellowships and preferably given to young scholars, academics and even civil servants. Research products are also conducted in-house by ANSA-SAR & GPF staff. The following research products have been generated over the past year:

  • Case Studies: A case study has been commissioned to review and document contemporary developments in social accountability theory and praxis. The study will attempt to increase our understanding of how social accountability initiatives start and determine who, how and why individuals are participating;examine the interplay between institutions and interests and develop stages of social accountability initiatives. This study has been commissioned to delve deeper and question the notion of 'best practices' in social accountability. Once the case studies are complete, a dissemination workshop will be held to discuss the findings. This will also be a first step towards helping ANSA SAR frame its own definition and understanding of social accountability.
  • Discussion Notes: Discussion notes are short, conceptual pieces that attempt to stir discussion and debate on a particular issue related to social accountability. Two discussion notes centered around two of the four identified thematic areas have been published by ANSA SAR and posted on the website. See DISCUSSION NOTES
  • Manuals: One of ANSA-SAR & GPF's partners, The Asia Foundation in Sri Lanka has developed a manual on "Basic Concepts and Participatory Tools of Transparency and Accountability in Local Governance".See MANUAL
  • Field Visit Reports: ANSA-SAR regularly conducts field visits to its partners. Recent visits have been made to Maharashtra and Tamil Nadu. See FIELD VISIT REPORTS
